Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal inaugurated the IT Conclave 2025—organized by the Directorate General of Shipping (DGS) in collaboration with the Company of Master Mariners of India—marking a transformative milestone in modernizing India’s maritime governance. The event spotlighted a suite of cutting-edge digital platforms and strategic initiatives designed to build a smart, secure, efficient, and transparent maritime ecosystem aligned with India’s flagship programs including Digital India, Maritime India Vision 2030, and Amrit Kaal Vision 2047.

Key Highlights: Launch of Digital Platforms and Services

The revamped Directorate General of Shipping (DG Shipping) website was launched, now compliant with Government of India’s Guidelines for Indian Government Websites (GIGW) 3.0. It features a multilingual and mobile-responsive design, enhancing ease of access for seafarers, shipowners, training institutes, and maritime stakeholders nationwide.

The first phase of the e-Samudra platform, a cloud-native unified maritime governance system, was unveiled. It integrates over 60 maritime services under a single digital roof to simplify regulatory compliance and service delivery. Initial modules include:

Vessel Chartering Permissions and Licenses: Digitizing approvals to reduce paperwork and turnaround time for vessel operations.

Ship Building Financial Assistance (SBFA): Streamlining access to financial grants and incentives for shipbuilding, fostering industry growth.

Multi-Modal Transport Operator (MTO) Registration: Facilitating digital registration and compliance for operators in India’s logistics ecosystem.

Visitor Access Management System: Introducing automated visitor approvals, bolstering security and operational efficiency within DGS offices.

A pilot AI-driven digital examination system was launched at the Mercantile Marine Department (MMD) Noida, showcasing the integration of artificial intelligence in maritime certification and training.

The conclave released a visionary document, “Leveraging Technology in Maritime,” which charts a digital transformation roadmap including future implementation of:

Learning Management Systems (LMS) and web-based simulation tools aligned with global Standards of Training, Certification, and Watchkeeping (STCW).

Digital archival and records management for better maritime data preservation.

Enterprise Resource Planning (ERP) solutions tailored for welfare organizations such as the Seafarers’ Provident Fund Organization (SPFO) and Seafarers’ Welfare Fund Society (SWFS).

An Integrated Command and Control Centre for real-time monitoring and data analytics.

Cybersecurity and data privacy frameworks compliant with the Digital Personal Data Protection Act to ensure secure maritime digital infrastructure.

Strategic Vision and Government Commitment

Sonowal described these initiatives as a “paradigm shift” in maritime governance underscoring transparency, operational efficiency, and innovation. He emphasized that under Prime Minister Narendra Modi’s visionary leadership, India’s maritime sector is experiencing a digital renaissance, propelling the nation towards “Viksit Bharat” — a developed and self-reliant India.

Union Minister of State Shantanu Thakur highlighted e-Samudra’s pivotal role in enhancing ease of doing business and positioning India as a global maritime digital governance leader. He noted the government’s focus on innovation, speed, and service delivery through such technology-driven interventions.

Future Outlook: Technology-Driven Maritime Sector by 2030

The conclave’s vision includes leveraging cutting-edge technologies such as Artificial Intelligence (AI), Internet of Things (IoT), blockchain, and geospatial tools to transform India’s maritime operations by 2030 towards:

Autonomous vessel operations and predictive maintenance.

Enhanced real-time data analytics for port and shipping efficiency.

Advanced cybersecurity measures ensuring the integrity of maritime data systems.

Seamless digital interactions among stakeholders in shipping, logistics, and port management.

The comprehensive digital transformation roadmap aims to foster a globally competitive, sustainable blue economy that supports India’s strategic maritime ambitions and economic growth.

Implications for Stakeholders and Industry

These initiatives are expected to:

Significantly reduce bureaucratic delays and manual interventions for shipping and port services.

Provide seafarers and maritime professionals with access to modern digital tools, certifications, and training resources.

Boost investor confidence by enhancing regulatory transparency and operational predictability.

Enable inclusive participation by providing mobile-centric, user-friendly platforms accessible to a wide stakeholder base.

Strengthen India’s position as a leader in smart maritime governance on the global stage.
