Addressing key public forums in Mumbai, Union Home Minister Amit Shah announced that the Uniform Civil Code will be rolled out across 21 NDA-governed states before 2029. Additionally, he challenged the domestic gems and jewellery sector to take complete global control of the lab-grown diamond value chain.

Speaking during a multi-event visit to Mumbai, Union Home Minister Amit Shah announced a firm legislative timeline for the Uniform Civil Code, launched community outreach initiatives, and urged domestic industries to secure global dominance over the lab-grown diamond sector.

Laying out a comprehensive policy and governance roadmap during a high-profile visit to Mumbai on Sunday, September 13, 2026, Union Home Minister Amit Shah delivered sweeping announcements regarding national legislative reforms and economic self-reliance. Speaking before political workers, civic leaders, and industry heads, Shah declared that the Uniform Civil Code (UCC) will be systematically implemented across all 21 states governed by the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) prior to the 2029 general elections. The address touched upon strategic national security doctrines, upcoming nationwide community service campaigns, and structural transformations required within India's thriving gems and jewellery export market.

Evaluating Legislative Timelines, Security Posture, and Economic Independence

Analyzing the announcements made during the Mumbai engagements highlights a dual focus on administrative uniformity and industrial autonomy. According to official government releases and public addresses from September 2026, key pillars of the Home Minister's statements include:

Uniform Civil Code Implementation Schedule: Building upon legislative actions already passed in states like Uttarakhand, Gujarat, and Assam, the Centre aims to operationalize the UCC across all 21 NDA-ruled states before 2029.
Seva Sankalp Abhiyan Nationwide Outreach: To mark Prime Minister Narendra Modi's 25 years of public service, the alliance announced a month-long community mobilization drive running from September 17 to October 17.
Capturing the Lab-Grown Diamond Value Chain: Speaking at the 52nd India Gems and Jewellery Awards, Shah challenged domestic manufacturers to master every tier of the lab-grown diamond (LGD) ecosystem—from machinery production and rough cultivation to global branding and retail showrooms.
National Security and Border Diplomacy: Reaffirming a policy of zero tolerance toward cross-border terrorism, Shah noted that India’s security apparatus has shifted decisively toward proactive deterrence while prioritizing national interest above all else.

Why It Matters

The practical implications of establishing a 2029 target for the Uniform Civil Code signal a major legislative transformation in India's civil framework across NDA-governed jurisdictions. For industrial sectors, particularly gems and jewellery, capturing the entire lab-grown diamond value chain promises to insulate domestic enterprises from external supply shocks while expanding high-value employment across metropolitan export hubs like Mumbai and Navi Mumbai.

Key Facts at a Glance
