The Election Commission of India is set to launch a nationwide Special Intensive Revision (SIR) of electoral rolls starting November 2025. The phased rollout will begin with states headed for elections in 2026—Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal—marking a major step in voter list modernization and cleanup.

In a significant move to streamline and update India’s electoral infrastructure, the Election Commission of India (ECI) has announced the phased rollout of a nationwide Special Intensive Revision (SIR) of electoral rolls beginning November 2025. The initiative aims to ensure accuracy, inclusivity, and transparency ahead of the 2026 assembly elections.

The announcement follows a two-day conference held by the ECI with Chief Electoral Officers (CEOs) from all states and union territories. The commission assessed readiness and operational plans for the SIR, which will be executed in stages, prioritizing poll-bound states.

Key Highlights:

Phased Rollout Strategy:

The SIR will commence in Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal—states scheduled for elections in 2026. Select other states may also be included in early phases.

Operational Readiness:

The ECI reviewed infrastructure, staffing, and digital capabilities of state CEO offices to ensure smooth execution of the revision process.

Bihar’s Precedent:

A similar cleanup exercise was recently concluded in Bihar, where the final voter list with 7.42 crore names was published on September 30, serving as a model for the nationwide rollout.

Inclusivity Focus:

The SIR aims to improve voter inclusion, especially among marginalized communities, youth, and first-time voters, while eliminating duplicate and outdated entries.

Digital Integration:

Enhanced use of technology and document verification will be central to the process, ensuring real-time updates and improved data integrity.

Final Plan Pending:

While the framework is in place, the detailed rollout schedule and operational guidelines will be finalized post-conference.

This nationwide voter list revision marks a pivotal moment in India’s democratic process, reinforcing the ECI’s commitment to fair and transparent elections.
