In a major push to streamline India’s mining sector, Union Minister Nitin Gadkari announced a proposed mining policy aimed at eliminating bureaucratic delays and boosting industrial confidence. Speaking at the “India@100: Charting Vidarbha’s Journey to a Developed India” event in Nagpur on August 3, Gadkari emphasized that the new framework will ensure all necessary clearances are granted within three months, allowing extraction to begin in the fourth month. The policy is expected to unlock economic potential in mineral-rich regions like Gadchiroli and catalyze employment generation.

Key Takeaways from Gadkari’s Announcement

The proposed mining policy will ensure environmental, state, and central clearances are completed within 90 days.

Extraction activities will be permitted to commence in the fourth month, reducing the current wait time significantly.

The policy is designed to remove bottlenecks and promote ease of doing business for industry stakeholders.

Cabinet Review and Prime Minister’s Intervention

Initial Cabinet Discussion The mining policy was recently tabled for approval in a cabinet meeting. However, Prime Minister Narendra Modi expressed reservations about certain provisions.

Gadkari’s Suggestions Gadkari proposed a more accelerated clearance timeline and emphasized the need for immediate operationalization. Following his input, the Prime Minister directed the cabinet secretary to review the policy in consultation with Gadkari.

Policy Revisions Underway The revised draft now includes a one-month window for environmental clearance and a consolidated three-month timeline for all approvals, aligning with Gadkari’s vision for efficiency.

Regional Focus: Vidarbha’s Mining and Steel Potential

Gadkari highlighted the untapped mineral wealth in Gadchiroli district, which has long been underutilized due to procedural delays.

The new policy is expected to attract private investment in mining and steel production, transforming Vidarbha into an industrial hub.

The minister linked the initiative to broader national goals under the India@100 vision, which aims to position India as a global economic leader by its centenary year of independence.

Philosophical and Economic Underpinnings

Gandhian and Nehruvian Ideals Gadkari invoked Mahatma Gandhi’s call for inclusive production and Jawaharlal Nehru’s emphasis on maximizing output. He stressed that the new policy would balance both ideals by enabling high-volume extraction while involving local communities.

Employment Generation By accelerating project timelines, the policy is expected to create thousands of direct and indirect jobs in mining, logistics, and allied sectors.

Ease of Doing Business The streamlined clearance process will reduce investor uncertainty and improve India’s global ranking in business facilitation.

Industry Response and Future Outlook

Industry stakeholders have welcomed the announcement, citing the need for predictable timelines and reduced red tape.

The policy is expected to complement existing reforms under the Mines and Minerals (Development and Regulation) Act, which has undergone multiple amendments since 2015.

Once finalized, the policy could serve as a blueprint for other resource-intensive sectors, including oil and gas, forestry, and renewable energy.

Conclusion

Gadkari’s proposed mining policy marks a pivotal shift in India’s approach to resource management. By prioritizing speed, transparency, and regional development, the policy aims to unlock the full potential of India’s mineral reserves while fostering inclusive growth. As the cabinet prepares to finalize the framework, stakeholders across industry and governance are watching closely, hopeful that this reform will usher in a new era of efficiency and opportunity.
