Key Highlights

The Food Safety and Standards Authority of India (FSSAI) has introduced a new regulatory requirement mandating all licensed food businesses—including restaurants, manufacturers, distributors, and online food delivery platforms—to prominently display their valid FSSAI license number alongside a QR code linking to the FSSAI’s consumer complaint mobile app.

This directive aims to empower consumers by facilitating easy, real-time registration of grievances related to food safety, quality, hygiene, or adulteration through a streamlined digital platform.

The rule is part of FSSAI’s broader initiative to strengthen consumer protection, encourage responsible food business practices, and increase transparency in the food supply chain across India.

The compliance deadline has been communicated to all food business operators, with enforcement expected to begin from August 2025, accompanied by routine inspections and penalties for non-adherence.

The Regulatory Framework and Compliance Requirements

All food business establishments (FBEs) licensed under FSSAI—whether operating brick-and-mortar outlets, cloud kitchens, packaged food production units, or aggregators on digital platforms—must ensure the display of their 14-digit FSSAI license or registration number in a visible area accessible to consumers.

Alongside the license number, businesses must provide a scannable QR code linking directly to the FSSAI’s official mobile app “Food Safety Connect," which allows consumers to lodge complaints regarding food safety violations, hygiene lapses, or malpractice.

The size, placement, and visibility standards for the license number and QR code have been outlined in the updated Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, ensuring that consumers can easily verify legitimacy and raise concerns without hindrance.

Food businesses operating via online delivery channels are required to incorporate the license number and QR code information in app interfaces, websites, packaging, invoices, or delivery documentation to maintain consistency in consumer trust.

Consumer Empowerment Through Technology

The FSSAI’s mobile app “Food Safety Connect” serves as a centralized portal for consumers nationwide to register complaints and receive timely updates about the status of their grievances.

The app supports multiple languages, multimedia evidence uploads (photos/videos), and location tagging to expedite investigation and corrective actions.

By integrating QR codes in physical and digital touchpoints, FSSAI is leveraging technology to reduce barriers consumers face in raising food-related complaints, thereby promoting accountability among food businesses.

Consumers can also access educational content on food safety norms, rights, and hygiene through the app, fostering awareness and informed decision-making.

Impact on Food Business Operators

This mandate introduces an important shift toward transparency and active dialogue between food sellers and consumers, where feedback can lead to improved standards and swift remediation of issues.

Food businesses that comply are likely to enhance their reputation and consumer confidence by demonstrating openness and adherence to regulatory norms.

Non-compliance with this directive may attract penalties, including fines, suspension of license, or legal action, reinforcing the seriousness of food safety governance.

The requirement aligns with global best practices seen in many countries, where traceability and complaint mechanisms form integral parts of food safety management systems.

Broader Implications for Food Safety in India

India’s diverse and rapidly expanding food sector, including traditional markets and emerging digital food delivery ecosystems, faces complex challenges in uniform quality control and consumer protection.

The FSSAI’s approach to combine mandatory licensing display with an accessible digital complaint platform represents a progressive step to address these challenges through transparency, digitization, and empowerment.

The initiative supports India’s National Food Safety Policy goals of reducing foodborne illnesses, curbing adulteration, and fostering consumer trust in the domestic food industry.

It also complements other ongoing FSSAI campaigns such as “Eat Right Movement,” “Safe and Nutritious Food,” and partnerships with state food safety departments for coordinated enforcement.

Consumer & Industry Reactions

Consumer rights advocates have welcomed the move as a practical mechanism to hold food businesses accountable and simplify reporting of violations.

Industry stakeholders acknowledge the benefits of building consumer trust but underscore the need for supportive infrastructure, awareness campaigns, and training to help smaller vendors comply effectively.

Food technology platforms and aggregators have indicated plans to update user interfaces to integrate license and complaint access seamlessly, enhancing user experience.

The government and FSSAI are expected to conduct workshops, helplines, and awareness drives to ensure smooth adoption and understanding among consumers and food businesses alike.

Conclusion

FSSAI’s new mandate requiring all food businesses to prominently display their license number along with a QR code directing to its complaint registration app marks a decisive leap toward modernizing India’s food safety ecosystem. This blend of regulatory oversight and digital empowerment aims to foster a culture of accountability, transparency, and responsiveness in food handling and sales, ultimately protecting consumers and uplifting industry standards. As the August 2025 enforcement deadline approaches, increased vigilance by businesses and awareness among consumers will be critical in realizing the full potential of this transformative initiative.
