Key Highlights

• BSNL and Numaligarh Refinery Limited forged a landmark partnership to deploy India’s first 5G Captive Non-Public Network (CNPN) within the refinery sector, setting a new benchmark for industrial digitization.

• The network will power ultra-reliable, secure, real-time connectivity that enables mission-critical operations and accelerates Industry 4.0 adoption.

• Announced at the “Industry 4.0 Workshop for CPSEs” in Guwahati, the MoU represents a milestone in leveraging Indigenous 5G technology for core sectors.

• This bold move is expected to catalyze digital transformation across refineries, showcase replicable models for other industries, and help realize the vision of a self-reliant, digitally intelligent Bharat.

A Pathbreaking Pact in the Industrial Heartland

On August 4, 2025, BSNL and NRL formalized an agreement that will redefine how digital infrastructure supports some of India’s most vital industries. At the heart of this pact is the commitment to deploying a secure 5G CNPN at NRL, which stands as the first real-world application of its kind in the Indian oil and gas sector. This cutting-edge network is designed not only for robust, uninterrupted communications but also for the mission-critical digital operations required in refinery environments.

How 5G CNPNs Usher in the Next Industrial Revolution

1. Real-Time, Reliable, and Secure: The dedicated 5G private network will offer protected, high-speed connectivity independent of public mobile traffic, ensuring uninterrupted performance for sensitive and essential refinery functions.

2. Built for Industry 4.0: BSNL’s infrastructure enables a suite of advanced Industry 4.0 technologies, such as AI-powered analytics, IoT sensors, Digital Twins, AR/VR/MR applications for operator training, and AI-driven 3D printing.

3. End-to-End Digital Transformation: From predictive maintenance and cyber-physical systems to big data analytics and virtual simulation, the CNPN provides an environment designed for streamlined, data-driven decision-making.

Transforming Refineries, Empowering India’s Energy Sector

The pact is expected to deliver broad industry benefits:

• Improved Operational Efficiency: Instant, data-rich feedback across refinery systems boosts response times, supports AI-based optimization, and reduces both costs and downtime.

• Enhanced Safety and Security: Real-time monitoring and data flows enable proactive risk management, while secure network channels safeguard against cyber threats.

• Skilling and Employment: The digital transition will foster workforce upskilling, new job roles, and employment opportunities, particularly in the North East.

• Innovation Replication: This first-of-its-kind deployment is anticipated to serve as a blueprint for other industrial sectors considering digital overhaul, furthering Digital India ambitions.

Vision for a Digitally Empowered Bharat

Officials from the Ministry of Finance, senior leadership from both BSNL and NRL, and technology partners highlighted that the agreement is aligned with national goals for Atmanirbhar Bharat. The project reinforces India’s capacity to build, adapt, and scale indigenous digital infrastructure rather than rely on imported solutions.

The Industry 4.0 Focus

The collaboration stands at the crossroads of policy and progress. The partnership’s emphasis on integrating virtual formulation, Digital Twins, Augmented and Mixed Reality, and AI into the refinery’s backbone advances not just operational excellence but also creates an ecosystem for future-ready manufacturing and energy management.

The Road Ahead: Setting New Standards

The BSNL-NRL CNPN deployment is not just a technological leap for the refinery sector. It also signals a transformative shift for all Indian industry verticals eager to ramp up digital capabilities without compromising security or reliability. The model, officials stressed, is ripe for replication and sets a precedent for future partnerships in heavy industry, manufacturing, and beyond.

Conclusion

By jointly establishing India’s first 5G captive network in the refinery sector, BSNL and NRL are paving the way for a smarter, safer, and more competitive industrial landscape. This initiative doesn’t just showcase the possibilities of homegrown 5G—it marks the dawn of a new era in Indian industrial innovation.
